Polling District/Polling Places Review

Key Terms:

A polling district is an area created by the division of a ward into smaller parts, within which a polling place is established. In areas with parishes each parish should be its own polling district.

A polling place is a building or area in which polling stations will be located. As far as possible, these should be situated within the polling district for which they are designated.

A polling station is a room or building where the voting takes place. There can be more than one polling station in a polling place, which is common in many areas. Wherever possible, there should be no more than 2250 electors allotted to a polling station.

What does a review cover?

The review requires the Council to:

• Seek to ensure that all the electors in the area have reasonable facilities for voting as are practicable in the circumstances.
• Seek to ensure that so far as is reasonable and practicable, every polling place is accessible to electors who are disabled and when considering the designation of a polling place, must have regard to the accessibility needs of disabled persons.

Please note that the following are not considered as part of the review:

• The changing of any District Ward boundaries (which can only be done by statute following an electoral review carried out by the Local Government Boundary Commission). This review is concerned only with the administrative subdivision of the new Wards into Polling Districts which are then assigned Polling Places;

or,

• The changing of polling districts in areas that are also aligned with Parish boundaries and therefore cannot be amended during this review (these can only be amended during a Community Governance Review).

The review process

The Council's proposals will be published on 13 October outlining the future polling districts and polling places - these proposals will be published on this website and shared with stakeholders and other interested parties for comment. These proposals will be subject to a period of consultation until 17 November 2023. Comments and representations received during the consultation period will be considered and the final proposals drawn up for consideration by Full Council at its meeting on 13 December 2023.

In addition, any elector in the East Lindsey area can make a representation, which must include proposals for specified alternative polling places.

How to have your say

The Council welcomes proposals and/or comments from

• Any interested person within the Council or within a UK Parliamentary constituency which has a part in the District.
• Councillors, past or potential candidates and local political parties
• Individuals or groups and organisations who have experience in making facilities and premises accessible for those who have a disability.

Interested persons may make representation about any aspect of the polling districts or polling places which are to be used at future elections.

Anyone commenting on the suitability of existing or proposed polling places are asked to provide suggestions for alternative venues where possible to assist the review process.

What happens next?

Once the review has been completed the Council will publish all correspondence received, the results of the review and the reasons for its decisions.
