Information for Holiday Caravan Site Operators

A Holiday Caravan Site Licence Application should be made by the Site Operator, when planning permission has been granted for the siting of caravans.

Any conditions imposed via planning will also apply to any Caravan Site Licence. For example, if your planning permission allows use of the site for 10 static caravans with an occupancy period of 15th March - 31st October, then your Caravan Site Licence will be issued with those same restrictions. Your Caravan Site Licence cannot allow additional caravans or a longer season than has been approved. 

Upon sale, Site Licences must be transferred from the previous owner to the new owner and where a Site has had a change in planning permission for a change in number of caravans or to change the length of the season, a Licence Update will be required.

Holiday Occupancy

The majority of Caravan Sites in East Lindsey District Council have planning permission and a Caravan Site Licence for holiday use only. This means that the occupants are unable to use the site as their sole or main place of residence. It is advised that all Sites keep an up-to-date register of who is occupying the site to ensure that there is no breach of the occupancy conditions on both the planning permission and the Caravan Site Licence. As Site Operators, you may also wish to ask customers for documented proof of their permanent home address. This may include but is not limited to, Passport, Driving Licence, Council Tax bills/other utility bills which show that your customers have a sole or main place of residence other than their holiday caravan.

Failure to comply with such conditions may result in enforcement action and fines. All sites can expect to be inspected annually to ensure that all conditions on the Caravan Site Licence are being met.

Caravan Park Watch

Our Caravan Licensing Team attend a quarterly meeting called Caravan Park Watch, which is hosted by Lincolnshire Police. We advise that all Site Operators join this group to share information regarding caravan crime. To find more information about Caravan Park Watch click here.

What3Words

We encourage all of our licenced Sites to use and promote the use of the 'What3Words' app to help identify caravans and locations more efficiently. This will help your occupants, who may be unfamiliar with the area, to be found by the Emergency Services in case of need, even if they are unaware of their location. Emergency Planning

It is strongly advised that each Site has an Evacuation Plan which can be put into action in case of emergency, for example in case coastal flooding or gas leak etc.
