Local Government Reorganisation Initial Plan

East Lindsey District Council has formally responded to the first phase in the Local Government Reorganisation (LGR) process.
The Government wants to replace the current system of county and district/borough Councils with unitary authorities.
In December 2024, a White Paper published by the Government asked Councils in two-tier areas across England to work together to submit their interim plans for LGR by Friday, March 21 2025.
This first phase has seen several options proposed by Councils across Lincolnshire.
East Lindsey District Council, jointly with South Holland District Council, have responded with a plan which seeks two unitary authorities for the Greater Lincolnshire area.
The proposal is:
- A Northern Lincolnshire Unitary Council - Covering North Lincolnshire Unitary Council, North East Lincolnshire Unitary Council, West Lindsey District Council and City of Lincoln Council.
- A Southern Lincolnshire Unitary Council - Covering North Kesteven District Council, South Kesteven District Council, Boston Borough Council, East Lindsey District Council and South Holland District Council.
The Councils would also support splitting East Lindsey according to the parliamentary boundary. If this went forward, the Louth & Horncastle constituency would fall in the Northern unitary, and the Boston and Skegness constituency in the southern unitary.

Following the submission of the interim plans, Councils in Lincolnshire will await feedback from Government to inform on the next steps.
The deadline for a final proposal from Greater Lincolnshire is by November 28, 2025.
